I have two models that are essentially the same, with slightly different meshes.  For one of these models we use the automatic time stepping with the aggressive target based option, this creates smaller time steps that suits our requirements.  Using the same time stepping and solver selections, the other model finishes in three time steps for the same simulation.  We can't figure out how to make the model use smaller time steps like our other similar model.  All things are equal other than minor modifications to the mesh.

My understanding is that in both schemes you can set an upper bound for the maximum time-step allowed. (Temporal & control data -> Specific options for time step control)

In the White papers Vol I, section 1.9, there is a nice discussion about the two schemes. Although it is related with unsaturated modeling, it can give you an insight on comparing both of them.
