seepage face on tidal boundary

I have setup a seepage face condition using constrained heads, on a sloping tidal boundary.  the problem has previously been shown to have seepage face development.  When i track the exit point it does not seem to decouple from the tide.  Has anyone successfully modelled seepage face development on a tidal boundary?
