I have not been able to successfully display a .tif formatted aerial photo into FEFLOW. 
For the case at hand, I am trying to add a three-band .tif file in UTM coordinates (it was generated using arcmap and is accompanied by a .twf world file and .tif.xml file).
I was able to import it successfully and add it to the View Components panel.  However its checkbox remains blank and cannot be toggled.

I seem to have solved my problem  - I was able to make it work by reducing the file to a single-band 8-bit geotiff. 
so I'll move on to a related question:  Can the aerial photo be moved down the bottom of the display-order list (on the View Components pane) so that other properties are drawn on top of the aerial?

Yes, you can move maps in the View Components panel. I think by default they are shown in the order they have in the Maps panel which also can be changed by simply dragging maps or folders around.
